One of the most critical aspects of your website is the layout and look. Depending on what you want the website for and what you want to do with it the requirements for a design change. Business websites need to look great, but they also have to be open and non-complicated in layout so as to not confuse visitors. For a personal website or blog, the design can be a bit more complex and flashy while still maintaining ease of navigation. For my work(both static websites and Joomla!) I use templates that are entirely coded in Cascading Style Sheets(CSS). These templates are standards compliant and are suited for websites of all kind.

Static Website Templates

For those people working on a tighter budget, a free CSS template is a good option; however, for a more professional look, a commercial will surpass almost all free designs. There are many places to find such templates, but the best are below. I would recommend using one of these sites in the selection of your website template.
